RALEIGH — Former N.C. House Rep. Cecil Brockman (D-Guilford) posted bail last Tuesday after his bond was lowered from $1.05 million to a $250,000 secured bond during a hearing the previous day.
Court records show his release conditions include house arrest at his mother’s home, electronic monitoring, no possession/use of firearms, no use of social media, no cellphone use, and no contact with the victim. Brockman must also surrender his passport and cell phone.
The 41-year-old Brockman is facing two counts each of indecent liberties with a child and statutory sex offense with a person who is 15 years old or younger.
Brockman resigned his seat late on Oct. 31 and within less than an hour of a legislative select committee being announced to decide his fate.
During the hearing last Monday, Brockman’s attorney Alec Carpenter said his client believed the victim was 18 years old and the two had met on the LGBT dating app Grindr, which requires affirmation one is 18 or older to use it.
District Attorney Avery Crump countered that claim, telling Judge Henry O. Willis, “we do have evidence that he knew the juvenile was underage.”
Brockman, who appeared remotely online, was warned by Willis after he interrupted proceedings by saying that “lies were being told” about him.
Crump said as the investigation continues, additional charges are expected and that other electronic devices are being examined for further evidence. It is yet unclear if federal charges may be added linking Brockman’s current sexual activity charges to having traveled with the minor across state lines.
