ABC Omnibus bill advances

RALEIGH — A bill making numerous changes to state alcohol laws is advancing through the General Assembly. 

Senate Bill 527, the ABC Omnibus, was updated last week with a Proposed Committee Substitute (PCS) adding language the original bill allowing for the seller of a single container of liquor that has a purchase price of $50,000 or more to voluntarily collect the sales and use tax on behalf of the purchaser rather than require the purchaser to obtain a direct pay permit. 

The PCS was approved by the House Committee on Finance on Sept. 12. The bill’s next stop is the House Committee on Rules, Calendar and Operations. 

The bill and PCS primary sponsors are Sens. Tim Moffitt (R-Henderson), Todd Johnson (R-Union) and Bobby Hanig (R-Currituck).  

Senate Bill 527 has dozens of sections covering everything from taxes and charges related to premixed cocktails to altering ABC store hours to include Sunday operations as well as allowing to-go, delivery and sporting event sales of mixed beverages.

The bill also establishes a malt beverage shop permit and a “bring your own beverage” permit for adult live entertainment venues. 

Under the measure, two members would be added by legislative appointment to the ABC Commission, a Catawba Indian National Tribal ABC Commission would be established, and local governments would be able to regulate pricing for certain permits.
